Capital Improvements Committee
Overview
The Planning Board is authorized by the local legislative body (town meeting) to prepare and amend a recommended program of municipal capital improvements. To help accomplish this, the Planning Board appoints a subcommittee known as the Capital Improvement Program (CIP) Advisory Committee to develop the recommendations. The CIP Committee is made up of one Planning Board member, two Finance Committee members, one Select Board member and three at-large citizens.
Annually, the CIP Advisory Committee reviews capital needs and recommends a program of capital improvement projects over a six-year period. The primary purpose of the CIP Advisory Committee is to aid the Select Board and the Finance Committee in their consideration of the ensuing annual budget.
In order to be considered for CIP participation the item must:
- Have a cost greater than twenty thousand dollars ($20,000.00)
- Have a useful lifespan of greater than two years.
Trade in and/or sale recoveries anticipated for current year budget items must be represented in the Project Worksheet and Submission forms.
To stabilize the 6-year schedule new projects will not be accepted for that time frame unless the majority of the Committee considers the item to be of an emergency nature.
Departmental projects will be prioritized, as follows:
- Committed Funds (e.g. bond payments and items mandated by law)
- Life Safety (e.g. Fire/Police items)
- Infrastructure (e.g. Roads and Bridges)
- Community Services and Facilities (e.g. Libraries, Recreation items)
Capital Reserve Funds may be proposed for items of greater than fifty thousand dollars ($50,000.00)
Benefits
- The Capital Improvements Program provides an important link between broadly stated planning goals and specific capital appropriation requests.
- The CIP process is an initial vetting and balancing of identified capital needs conducted by citizen volunteers.
- The CIP process encourages cooperative project planning. Major capital projects are forecasted within a flexible framework designed to distribute the tax burden attributable to capital expenditures over time thereby contributing to a stable tax rate.
- The CIP process helps make voters aware of proposed improvements that may be of particular interest and about major proposals that will likely come before future town or school district meetings.

Cemetery Trustees
Overview
The New Boston Cemetery Commission is dedicated to preserving the history and sanctity of our town’s cemeteries. With responsibility for five cemeteries, we invite residents to connect with us if they have information about graveyards on their properties or elsewhere in the community.
Bunker Hill Cemetery
Location: North end of town on Bunker Hill Road\ A historical site marked by a low stone perimeter and an adjacent old logging road. It contains six field stones marking unknown graves, likely of the Livingstone or Lemonstone family. As one of the oldest cemeteries, it appears on the 1858 map of New Boston. Ongoing research continues to unearth its past.
Cemetery Road Cemetery
Each year, volunteers and 5th-grade students from the New Boston Central School place flags by the U.S. Military Veterans’ graves in preparation for Memorial Day. Accurate maps guide this effort, though they are volunteer-created and may not be entirely precise. Flags are removed just before Thanksgiving. We encourage community members to report any inaccuracies or missing flags to our volunteers.
Dennison Road Cemetery
Location: Northwest corner of New Boston, on private land. This larger cemetery is defined by a stone wall and prominent entrance boulders. It hosts numerous fieldstone markers and notably includes the graves of Jacob Dodge and his son Jacob. Historically significant, it likely served the Bennette and Andrews families and their neighbors.
Eaton Cemetery
Location: Route 77, across from Woodbury Lane. Marked by corner posts and orange tape, this family cemetery has a challenging right of way due to overgrowth. It contains three marble headstones with matching footstones. This Cemetery has been abandoned for many years. The Eaton family buried here were the last of their line.

- Olive Eaton - daughter - died 1863 (12 yrs.) - headstone
- Viola Eaton - daughter - died 1889 (27 yrs.) - headstone
- Harriet Eaton - daughter - died 1915 (70 yrs.) - no grave marker - the last of the family members to be buried in this Cemetery
- Hannah Gould from Weare, NH - sister to Harriet Gould Eaton - died 1854 (22 yrs.) - headstone
North Side Cemetery
Location: Saunders Hill Road, privately owned land. Also known as the Gregg Cemetery, it is situated on a hill, obscured from road view. Despite overgrown access, it is defined by a stone wall with a missing gate and houses approximately 18 marked graves.

Conservation Commission
Overview
Since New Boston’s earliest days, the Piscataquog River, which actually means Place of Deer, has influenced residents’ lifestyles. In addition to providing settlers with food, it also supplied power for over 100 mills and early industries. Townspeople’s continuous respect for our river has resulted in the preservation of its scenic qualities. The town owns several parcels of riverfront land which have been set aside for our use and are managed and monitored by the Conservation Commission. Trails on three of these pieces provide access to quiet forests, magnificent hilltop views, a beaver pond, and hidden spots from which we can witness some of nature’s wonders. The Commission hopes that you will enjoy and use these Trail Brochures to help you become better acquainted with the jewels that the town has set aside for your enjoyment.

- Currently looking for volunteers passionate about our New Boston Rail Trail. We are looking for form a “Friends of the Rail Trail” 501c(3) non-profit organization to focus on the maintenance, management and long-range planning for the future of our Rail Trail.
- In need of volunteers to sign up as “SWAT Team Members” to help with ongoing trail maintenance on any of our 9 Conservation properties.
- Always looking for Trail Rangers - individuals/families who will take on the responsibility of annual monitoring of Conservation properties (we provide training).

Economic Development Committee
Overview
The New Boston Economic Development Committee (NBEDC) is a group of citizens and business representatives appointed by the New Boston Select Board, whose purpose is to promote economic development in New Boston.
Mission
- Promote Economic prosperity in the Town
- Attract new businesses that increase the tax base
- Encourage existing businesses to renovate or expand
- Increase the tax base through projects, programs, and activities
- Seek the support of other Town departments and State Agencies for specific projects
- Stay in alignment with the New Boston Master Plan
It is important to stay consistent with New Boston’s rural character and engage with the citizens and business owners to guide economic development activity. We invite the public to attend NBEDC meetings and reach out to committee members at EconomicDevelopmentCommittee@newbostonnh.gov.

Finance Committee
Overview
The New Boston Finance Committee review both the Town and School Budgets and makes recommendations about these budgets to Town officials, the School Board, and voters. The Committee includes a representative from the Select Board, School Board, and five townspeople who are appointed by the Select Board. The Select Board seek volunteers who are a cross-section of the Town population: homemakers, retired people, and businesspeople. We serve three-year terms, and there are generally one or two open positions each year.
Duties
The Finance Committee meets Thursday evenings, beginning in November until January. At each meeting, we typically review the budgets of two or more Town departments or the school budget.
This is more interesting than you may think, because there is generally a story behind every change to a budget. We learn a lot about Town government, how the Highway Department maintains 100 miles of roads, how the Police and Fire Departments provide public safety, how the Transfer Station handles over 2,500 tons of waste and recyclables each year, how the Library and Recreation Commission provide cultural resources to the Town, and how the school educates our children. Being on the Finance Committee is an education in itself!
In addition to listening to the Town Departments and School Board, the Finance Committee provides feedback from our perspective as voters and taxpayers. Most of us are not accountants, as the Town and School have administrators and auditors who are responsible for the actual finances, our role is purely advisory.

Forestry
Mission Statement
The Forestry Committee, a group of volunteers from the town appointed by the Select Board, shall manage the town forests. The main purpose of having town forests is to encourage the proper management of timber, firewood and other natural resources through planting, timber stand improvement, thinning, harvesting, reforestation and other multiple use programs consistent with the forest management program, any deed restrictions and pertinent local ordinances or regulations (Per RSA 31:111)
Recreational Use Policy:
The use of wheeled motorized vehicles is not permitted on town forest land, with the exception of individuals needing handicapped access.

Recreation Commission
Overview
The New Boston Recreation Commission meets in the “Old Engine House” at 5 Meetinghouse Hill Road. The building is on the Town Common between the Gazebo and Town Hall. The department was established by vote of the townspeople at the annual Town Meeting on March 4, 1975.

Our mission is to enrich and enhance the lives of the residents of New Boston. We accomplish this by providing safe, welcoming facilities and affordable, diverse recreation and cultural opportunities for people of all ages to play, learn, and build community.
