Registered Voters may view their own Absentee Ballot Information and Party Affiliation in the Town Clerk’s Office.
Absentee Ballot Information:
Absentee Ballots are available for each election (State, Federal and Town) for registered voters who will be absent from the Town on Election Day or who are disabled and unable to come to the poll per RSA 657.

If you are in the military and are stationed overseas, you may register and request your absentee ballot using the Federal Post Card Application (FPCA) or email the Town Clerk.
Please mail your voting materials early enough to account for mail delivery time. Check the recommended mailing dates section in Chapter 1 for details.
- In all cases, please be sure to note the address where the absentee ballot should be mailed.
ATTENTION!
- Absentee ballots may only be handed out by the Town Clerk or the Deputy Town Clerk.
- Absentee ballots CANNOT be dropped off by anyone other than the absentee voter, or an immediate family member, in this case there will be an affidavit to complete.
- If you are not able to drop off the absentee ballot it MUST be mailed through the US Post Office.
- ONLY the Town Clerk or the Deputy Town Clerk can receive a dropped off absentee ballot.
ABSENTEE BALLOTS RECEIVED IN ANY OTHER METHOD WILL NOT BE ACCEPTED.
- Voting via an absentee ballot - if hand-delivered, absentee ballots must be received by 5:00 PM the day of the election. If mailed, absentee ballots must be received by 5 PM on Election Day.
Supervisors of the Checklist
The Supervisors of the Checklist are elected officials serving the Town of New Boston each with a term of six years.

Duties of the Supervisors are the following:
- To determine if an applicant is legally qualified to vote (RSA 654:12)
- Updating the checklist of registered voters
- Changing party affiliation as the law permits
- Entering new voter registrations
- Making name, party and address changes
- Removing voters who have moved or are deceased
- Supervisors make the decision to update the checklist at regular posted public sessions
Public sessions are posted on Facebook and at the lobby of the Town Hall. Sessions are held at the Town Clerk’s office. The Supervisors of the Checklist hold sessions prior to an election for residents who want to register or change party affiliation. Hours for such sessions are posted in advance.
Candidacy for Office
Candidates who desire to seek election for a specific office must file a Declaration of Candidacy Form (below) with the Town Clerk during the filing period, which begins on the seventh Wednesday before the Town election. All candidates who file on the last day of the filing period must do so in person. All candidates must be registered voters in the town where they seek office.

Motor Vehicles
License Plates
The following plates are available through the Town Clerk’s office:
- Standard 7 digit Passenger and Vanity Passenger plates
- Conservation (Moose) plates
- Motorcycle and Vanity plates
- Trailer plates
- Agriculture plates
- Farm plates
- Tractor plates
- Park plates
- Decal plates
- Veteran plates
All other plates must be obtained at one of the Department of Motor Vehicle offices.
Purple Heart Plates:
- You MUST start at the Town Clerk’s office, and then obtain the plate at the Concord office of the DMV. Purple heart plates are now available for motorcycles.
Veteran Plates:
- Veteran Plates are now available at the Town Clerk’s office. To qualify, the registrant must provide a copy of a DD-214, NA Form 13038, NAVPERS-553, WD AGO Form 53-55, WD AGO Form 53-98, NAVMC 78-PD, NAVCG-2510, U.S. Dept. of Veteran Affairs (VA) Verification of Service letter, NA Form 1341, OR a NCG Form 553, indicating that they were honorably discharged and the vehicle must be registered with the veteran’s name first. By statute, the new Veterans plates are non-transferable and expire upon the death of the veteran. No transfer credit is allowed.
To register your vehicle:
- If the vehicle is from the year 2000 or newer, you will need to get a title application along with plates & registration.
- If the vehicle is 1999 or older, you will need the current registration, the title (if possible), and/or a VIN verification form.
- If you have the title, we will process a title application and issue plates to you. If there are two names on the title, both parties must be present to sign the paperwork.
- If you have a lien holder on the vehicle, at this time we will process a title application only, so please bring:
- Your current registration for your vehicle
- The name and address of your lien holder
- Your current drivers licenses
- Proof of residency
- All parties present for signatures
The Title application is sent to the State of NH-MV with a copy of your current registration. You will receive a copy of the title application to carry in your vehicle. The State DMV will contact your lien holder and get permission to register the vehicle in New Hampshire. Your lien holder will send their title to the State DMV, who will then return a New Hampshire title to them.
The State DMV will then mail a letter to stating you have permission. When you receive this permission, please bring the letter to the Town Clerk to register your vehicle. We can then proceed to issue plates & registration. You will have 10 days after to get the vehicle inspected.
The local portion of a vehicle registration done by the Town Clerk where an applicant resides is called a permit. The permit portion must be done with the local town clerk before the state portion can be done. The completed form is then called the registration.
Registrations
There are three types of registrations, which may be handled by the Town Clerk:
- Renewals - Same vehicle and same owner

- Transfers - Transferring plates from one vehicle to another requires the same name on the registrations
- Leases and Trusts
For new registrations, registrants holding clear title to a vehicle must submit the original title in addition to a bill of sale to the Town Clerk who prepares the New Hampshire title application and registration. If there are two owners, BOTH owners MUST be present to sign the title application. Taxes on the vehicle are calculated based on the list price of the vehicle when it was new (without options). Taxes and applicable fees are due and payable to the Town Clerk at the time of application.
Replacement Registrations:
- If you have lost your registration but have your decals you will need to complete Form RDM 125. A replacement registration costs $18.00.
Driver’s Licenses:
- Drivers in New Hampshire must be at least 18 years old unless they have completed a driver’s education class. Any driver under 18 may be licensed after reaching age 16 by presenting a certificate for successful completion of a driver’s education class and fulfilling other application requirements. See New Hampshire State Regulations RSA 236:19, 20, 21 and 23 or for more information on-line at the DMV.
Transferring Registrations
- Please be aware that if you wish to transfer your plates to a newly purchased vehicle, you must surrender your current registration. If you do not have your current registration, you will be required to purchase a certified copy at a cost of $15.00 to the State of NH-MV and $3.00 to the Town of New Boston.
Vehicles that to do NOT require a title:
In order to register any 1999 or older vehicle, you will need, in addition to a Bill of Sale, at least one of the following:
- New Hampshire title (copy acceptable), or
- Valid out-of-state title, or
- Previously issued NEW HAMPSHIRE registrations (copy acceptable), or
- Verification of VIN Form (TDMV 19A) (available at Town Clerk’s office)
- Trailers 3,000 pounds and less.
Temporary 20-day Plates:
- These plates can only be obtained at the Department of Motor Vehicles. You will need a bill of sale with the seller’s name, owner’s name and the vehicle identification number. You will also need your driver’s license and $10.00.
Motor Vehicle Inspection:
- On a newly registered vehicle (including trailers over 10,000 lbs.), state inspections are required within ten (10) days after the registration is processed. Vehicles being renewed must have an inspection during their renewal month. (There is a 10-day grace period into the following month.)
New Residents:
- New residents to the State of New Hampshire are required to register their vehicles and obtain a New Hampshire driver’s license within sixty (60) days.
Change of Address:
- Residents must notify the Department of Motor Vehicles of their new address within ten (10) days of a change. Forms are available at the Town Clerk’s office.

Registration Memo
- The Town Clerk’s office is now able to register boats. Please bring your signed renewal notice or a copy of your most recent registration. If you are registering a new boat, please be sure you have either a valid New Hampshire bow number or a valid hull identification number.

Marriage License
Please arrive at the Town Clerk’s office AT LEAST one-half hour before closing time to allow enough time to process the license.
Congratulations!
Age Requirements:
- Marriage - Must be 18 years of age.
- No male below the age of 18 and no female below the age of 18 shall be capable of contracting a valid marriage between persons of the same gender, and all marriages contracted by such persons shall be null and void.
Residence Requirements:
- None. A couple wishing to marry in New Hampshire may complete an application regardless of residence. This includes out-of-state residents as well.
Application:
- Both parties must appear in person and sign the application. Armed forces personnel may forward an affidavit prepared by armed services or legal representative and sent to the town clerk if they cannot appear in person. Falsification of any fact may make the applicant subject to criminal prosecution.
- License Fee: $50.00
Document Requirements:
- Proof of age
- Picture identification
- Certified copy of a death certificate of former spouse, if applicable
- Certified copy of a final divorce/dissolution decree, if applicable
- Certified copy of an annulment, if applicable
License Validity Period:
- A license may be issued the same day of the application, provided all signatures and statutory requirements are met. The license is valid for a period of 90 days from the date of filing.
Solemnization:
In New Hampshire, marriage may be performed by;
A justice of the peace;
A minister of the gospel in New Hampshire, ordained according to the usage of his denomination, residing in New Hampshire, and in regular standing with the denomination;
A minister within his parish, residing outside New Hampshire but having a pastoral charge wholly or party in New Hampshire;
Jewish Rabbis who are citizens of the U.S., and reside in New Hampshire;
Quakers;
- Deacon in the Roman Catholic Church, ordained according to the usage of his denomination;
or
- Clergymen who are not ordained and non-resident ministers or Jewish Rabbis, after being licensed by the New Hampshire Secretary of State.
Witnesses are not required but permitted if desired.
Blood Test:
- New Hampshire does not require a blood test.
Note:
- Marriage is not permitted in New Hampshire between people who are related by blood as first cousins or in any more direct lineage.
Dog Licenses
The 2025 dog license tags are available! NH State Law requires that all dogs be registered by April 30th each year.
As of 2015, the Town Clerk’s office will not mail out renewal notices for dog licenses. Please call the office to update your email address for paperless reminders.
Every owner or keeper of a dog which is 4 months old or older shall annually license the dog for the year in the Office of the Town Clerk. In addition, the dog must wear around its neck a collar to which a metal tag is attached with the name of Town and year of the issue of the license and its registration number. Regardless when the license is obtained, it shall be effective from May 1 of each year to April 30th of the subsequent year.
Vaccination Required
- Before a license is issued, the owner or keeper of the dog must provide verification that the dog has been vaccinated against rabies. If valid rabies information is on file with the Town Clerk, the owner shall not be required to produce such verification at the time of the license. It is the responsibility of the owner to update proof of vaccination. If you do not receive an email reminder, it may be that the rabies certificate has expired in our system, in which case, we need an update please.
Fees:
- $ 7.50 – spayed or neutered dogs
- $ 3.00 – first dog owned by Senior Citizen over 65 years
- $10.00 – all other dogs
- $21.00 – group license; five or more dogs
Transfer of License:
- A recorded New Hampshire license shall be valid in any part of the State of New Hampshire, and may be transferred with the dog licensed.
Failure to License:
- If an owner or keeper of an unlicensed dog fails to license the dog in a timely manner, this is a violation of the state law, (RSA 466:16) in addition to the annual fee. You will be charged a late fee of $1.00 per day after June 1st. In addition, you are subject to a $25.00 civil forfeiture fine plus the cost of a certified letter. If the fees are not paid, the case will be disposed of in the Goffstown District Court per RSA 466:16 Returns.
To Register a New Dog:
Reminder:
- The deadline to register dogs was April 30, 2025. According to RSA 466:14. Town Clerks must issue a Civil Forfeiture fine of $50.00 to all unlicensed and all unregistered dogs. A late fee of $1.00 per month past June 1 plus the fee to register your dog is also due. ($7.50 for spayed or neutered $10.00 for intact)
- On 6/18/25 the civil forfeiture will be applied per RSA 466:16. You may mail in payment, drop your fee into the drop box on the porch of the Town Hall, or you may also choose to come to the office during regular business hours Monday – Tuesday 9am - 4pm and Wednesday 12pm - 7pm.
