What is a Health Officer?

Essential Roles and Responsibilities of Health Officers:

The goal of public health is to maintain and improve the health and well-being of all New Hampshire residents. Public health succeeds when the span of healthy life and the quality of life are increased. Local health officials have a critical role in effective local and regional environmental and public health systems and are responsible for three critical functions.

  • The first is to enforce applicable New Hampshire laws and administrative rules (i.e. regulations), as well as local ordinances and regulations enacted by your community.
  • The second critical function is to serve as a liaison between state officials, local elected officials, and your community on issues concerning local environmental and public health.
  • The third is to be a leader and active participant in efforts to develop regional environmental and public health capacities. These roles have become more important than ever as our state faces continuing outbreaks of disease and demands greater emphasis on public health emergency preparedness.

The practice of public health at local, state, and national levels is defined by the Ten Essential Public Health Services. In order to effectively implement these essential services, public health system partners must coordinate and collaborate to maximize their capabilities, resources, and strengths. By doing so, we will collectively improve the conditions that result in improved health and engage residents to improve their personal health and the health of their community.

The Ten Essential Public Health Services

The 10 Essential Public Health Services describe the public health activities that all communities should undertake and serve as the framework for the National Public Health Performance Standards. Public health systems should:

  1. Monitor health status to identify community health problems.
  2. Diagnose and investigate health problems and health hazards in the community.
  3. Inform, educate, and empower people about health issues.
  4. Mobilize community partnerships to identify and solve health problems.
  5. Develop policies and plans that support individual and community health efforts.
  6. Enforce laws and regulations that protect health and ensure safety.
  7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
  8. Assure a competent public health and personal health care workforce.
  9. Evaluate effectiveness, accessibility and quality of personal and population-based health services.
  10. Research for new insights and innovative solutions to health problems.

3-year Paving Plan

  • The Town of New Boston’s paving plan is a program to annually assess, preserve, maintain and improve one of the town’s most valuable asset: the road system. The town maintains over 65 miles of paved roads, excluding state-owned roads such as NH Rte.13 (River Road), NH Rte. 77 (Weare Road), NH Rte. 136 (Francestown Road). The town annually invests in the maintenance of the roadways to maximize service life while minimizing the life cycle costs and providing a functioning road system. Paved roads will be evaluated annually, considering the condition of the pavement, traffic volume, bus routes, the Road Surface Management System (RSMS) classifications and the available funding to determine the best course of action over a 3-year period. This plan maintains the Town’s and the Highway Department’s commitment to keeping the good roads good, while upgrading those that need repair and/or restoration to maximize the resources provided by the Town.
  • Road Maintenance & Paving Plan 2025-2027

7-year Gravel Road Improvement Plan (GRIP)

  • The purpose of this 7-Year Gravel Road Improvement Plan (GRIP) is to provide a schedule for the deliberate upgrade and maintenance of our gravel roads. The Town’s network of roads is one of the most valuable assets for the Town. Consistent maintenance and gravel improvements will drastically reduce the severity of mud season each spring by installing a solid base of gravel on the roads.
  • Having quality material on these gravel roads improves the overall shape and crown that improves the drainage and makes routine grading easier. Gravel roads with an improved base require less ongoing grading and maintenance once the road has been graded, rolled, and dust control has been applied. The goal of this plan is to create a consistent maintenance plan.
  • Note: This GRIP is subject to changes from year to year and will be updated to reflect the work completed as well as changes in priority. Recent extreme weather events, and the frequency and severity of storms in every season, may require this plan to be adjusted due to unanticipated weather phenomena.
  • 7-year Gravel Road Improvement Plan (GRIP)

Road Surface Management System (RSMS)

  • One aspect of the ongoing planning assistance the Southern New Hampshire Planning Commission (SNHPC) provides to its member communities is Road Surface Management System (RSMS). RSMS is a tool that gives an overview of a road system’s pavement condition and can be used to anticipate future maintenance, repair and improvement costs. It also provides a systematic approach for a community to use their roadway resources efficiently.

Pay Property Tax

  • Property Tax Payments can be made online at nhtaxkiosk.com, mailed, placed in the lockbox located outside of the Town Hall or placed in the lockbox inside of the Town Hall. Please do not put cash in any of the lockboxes. The date of the payment will be the postmark date on your envelope or the date that it was put in our lockbox.
  • Cash Payments - The exact amount that is being paid is preferred.
  • Online Payments can be made at nhtaxkiosk.com. There is a $1.15 fee to pay via ACH (checking or savings account) and a 3.25% fee to use your debit or credit card. Please note payments made online will be processed timely through our billing protal, however there will be a delay reflected on the website, as they need to be processed during tax collector office hours.
  • If a property is in lien status, only the property owner or a person with legal interest is allowed to pay per New Hampshire state law RSA 80:69.

PLEASE NOTE: The Tax Collector is unable to estimate your taxes. However, we can provide information on current and previous taxes. Please feel free to call and leave a detailed message including the property in question and the information requested.

Welfare Department

The Town of New Boston Welfare Department provides interim emergency assistance for eligible residents. Requests for assistance can be made through a written application process and an initial assessment intake appointment.

The welfare application can be found by clicking on Linked Documents on the bottom of this page. If you are unable to access the application online you can stop by the Town Hall at 7 Meetinghouse Hill Rd. and get a printed copy in the main lobby. Completed applications can be dropped at the town hall or emailed to welfare@newbostonnh.gov.

In addition to the application, you will be asked to provide the following documentation:

  • Photo ID
  • Rental agreement/verification or mortgage information
  • Bank statements for all members of household
  • Bills including rent receipts, utilities, telephone, cable, storage unit, doctor/medical bills, car, insurance
  • Paycheck stubs for the previous 4 weeks or proof of termination of employment
  • Any other source of income including but not limited to tax returns, child support, or gifts from family/friends
  • Documentation from other agencies such as DHHS, Fuel Assistance, Social Security, Unemployment
  • Medical notes when appropriate

Eligibility is based on a financial review of basic needs and available applicant resources. Residents are expected to repay the town as indicated when assets are available.

If you are in need of long-term assistance such as Temporary Assistance to Needy Families (TANF), foster care, disability grants, Medicaid, food stamps, and more, you should contact the New Hampshire Dept. of Health and Human Services, 603-883-7726, or nheasy.nh.gov. If you are eligible and have not yet applied for state or federal aid that may become a requirement for your approval of town assistance.

Whipple Free Library

Whipple Free Library Logo and Link

The Whipple Free Library has an extensive collection with a variety of materials from books and audiobooks to magazines and DVDs. We have a Library of Things where patrons can borrow items such as a tonies box, a wheelchair, a telescope, or an external CD/DVD drive. We also have museum passes available provided by the Friends of the Whipple Free Library.

The library has programs for all ages. We have story times for babies and toddlers, LEGO clubs, Paws to read, teen nights, and more. There are many book clubs including, cookbook club and mystery book club. We hold craft nights, puzzle competitions, foreign film nights and more!

We have a notary on staff (please call for an appointment), printing and fax services available.
